You should defeat Lake-town smugglers and knife-throwers. Defeated Lake-town knife-throwers (5/5) Defeated Lake-town smugglers (10/10) Objective 2 Talk to Dagrun Dagrun can be found in the Council of Wares Headquarters. You should talk to Dagrun.
