This horse was not lucky enough to survive his encounter with Núrzum, but his rider is not with him. What errand could have tempted a horse and rider to brave the frozen wilds in such a dangerous time?

You have come upon the corpse of a steed of Wildermore whose rider is not with it. You should search for the rider, for he may yet live.
