Legendary Items are special, class-specific, equippable items that can be customized to suit the player's combat style (as opposed to standard weapons and equipment that have unchangeable stats). Legendary Items acquire experience with the character, allowing the item to become more powerful as the character gains experience. Each class can equip 2 Legendary Items: a weapon and a class-specific item. Later on, when a character obtains a War-steed, the character can obtain a Legendary Bridle to use in Mounted Combat.

Getting Started

To start, a Legendary Item must be suitable for a character's class. For example, Hunters cannot equip a legendary Warden's Spear (even though Hunters can equip any normal spear). Instead, a Hunter must equip a legendary Hunter's Spear.

Secondly, Legendary Items have their own "equip level", which is a minimum level requirement. This means that a character cannot equip a legendary item if the character's level is too low.

A character can only equip a single legendary weapon, a single legendary class item, and a single legendary bridle at a time. Some classes can dual-wield weapons; however, legendary weapons cannot be dual-wielded. The off-hand weapon slot must contain a normal, non-legendary weapon if a legendary weapon is equipped in the main-hand slot.

Identification and Equipping

In order to begin using a Legendary Item, it must first be identified at a Forge-master. Once identified, the initial properties of the item will be revealed. Identification costs in-game currency or shards. The item can then be "slotted" into the Legendary Items panel (Shift + I, by default). Slotting a Legendary Item does not equip the item, but it does make the item available for being equipped. The item will still remain in the character's inventory, and it can be equipped for use at any time. If a character equips an item before slotting it in the Legendary Items panel, the item will automatically be slotted, assuming a slot is available. If there is no slot available in the Legendary Items panel, the item cannot be equipped. A legendary item slot will need to be freed first through deconstruction. Legendary Items that the character cannot equip due to class/level limitations can still be identified, and, if desired, deconstructed. Once slotted, the item becomes bound to the character. If desired, additional Legendary Item slots can be purchased, up to 10. The benefits granted by an item will only be effective if the item is equipped on the character. Legendary items that are slotted in the Legendary Items panel, but not equipped on the character, will not convey any benefits to the character.

Advancement and Reforging

Once slotted, a Legendary Item will begin acquiring experience with the character. As an item gains experience, it will advance in "item levels", just like a character. Once the item reaches level 10, it will stop acquiring experience until it is reforged at a Forge-master. Once reforged, the item will continue to accumulate experience, 10 levels at a time. The item will need to be reforged every 10 levels, and it will reach its maximum at level 60. During reforging, a legendary item can be renamed (although they can also be renamed at any time from the Legendary Items panel). Additional bonuses are granted when reforging, discussed below (see Legacies and Relics).

In addition to gaining experience along with the character, legendary items can gain experience from Heritage Runes. If a Heritage Rune increases a legendary item's level past where it would need to be reforged, the "extra" experience will be applied after the item is reforged. Conversely, if the character has an item equipped that prevents the acquisition of additional character experience, Legendary Items will also stop acquiring experience. Legendary Items can also be prevented from acquiring experience by clicking the "Disable Leveling" button on the Legendary Items panel.

As more Legendary Items are slotted, they gain experience acquisition bonuses. Item experience gain is split evenly across all Legendary Items, and then a bonus is applied to each item. Refer to the following tables for experience/level gain data and bonuses.

Experience gain for Multiple Legendary Items

If multiple Legendary Items are slotted when item experience is received, that experience will be divided among all slotted items (unless an item is already at max level [or needs to be reforged], or unless leveling has been disabled for individual items in the Legendary Items panel). The amount of experience that each slotted item receives depends on how many items between which it is being divided. For example, if three Legendary Items are slotted and experience is awarded, each of the three items would receive an equal division of the experience award.
Notice that the more items that are slotted in the Legendary Items panel, the higher total amount of experience is gained. For example, if 6 Legendary Items are slotted, and if they are all eligible to receive item experience, the character will be awarded 216% of the amount of experience that was actually earned. This will, in turn, be divided across all 6 eligible items. In general, it is advantageous to keep 6 or more items slotted in the Legendary Items panel earning experience. This will ensure the maximum award of experience.
Note: For each item at max level, needing a reforge, or set to "Disable Leveling", the experience gain bonus is reduced by 1 item according to the chart.

Deconstruction

While Legendary Items do level up with the character, they eventually need to be replaced with items of a higher equip level (although not as frequently as normal, non-legendary items). Of course, once slotted, they cannot be sold or traded (although they can be destroyed). Instead, legendary items can be deconstructed at a Relic-master. Deconstructing a Legendary Item will return many Legendary Item resources that can be used to rebuild new, higher-level items. The more experience an item has, the more materials are returned.

When an item is deconstructed, the player has a chance to receive the following items:

Deconstructing an item after it has gained some experience is MUCH MORE advantageous than deconstructing one as soon as it is identified (and has no experience). If an item is deconstructed without any experience (level 0), the only return will be a single Tier 1 relic. At level 16, a Heritage Rune will be added to the returns. The size of the Heritage Rune is commensurate with the item level. Heritage Rune size is increased every 10 levels after 16, so the largest rune will be given once the item reaches level 66. The largest runes award nearly enough experience to raise a Legendary Item to its level cap. At level 11, additional (and higher-tiered) relics will be added to the returns. More/Better relics will continue to be added every 10 levels after 11, so the most/best relics will be returned after the item reaches level 61. Legendary Items with an equip level of 50-60 will return a number of Legendary Shards, which are used in the crafting of additional Legendary Items. Items with an equip level of 61 or higher will instead return Legendary Fragments, which serve the same purpose.

Legacies and Relics

Legendary items have 2 main mechanisms for customization: legacies and relics.

Legacies

Legacies are class-specific abilities that can be ranked up as the item gains levels. At each level, a number of legacy points are granted; these can be spent to make the legacies more potent. These legacy points can be refunded at each reforge and re-allocated. Additionally, each legacy has a tier. Tiers reduce the number of points required to improve a legacy. Legacies are divided into 2 types: major and minor. When first identified, a legendary item will have 3 major legacies. At each of the first 3 reforges, the choice between 2 random, minor legacies (or, occasionally, a major legacy) will be offered to add to the legendary item. Any remaining reforges will upgrade the tier on a selected legacy. Once 3 additional legacies have been obtained through experience gain, further advancements to legacies will occur through tier upgrades to the existing legacies. Major legacies are generally more effective because they affect a wider scope of the character than minor legacies. For example, a minor legacy might affect a single skill that does fire damage, whereas a major legacy would improve all skills that do fire damage.

Default Legacy

In addition to the 3 class-specific legacies that are granted on every Legendary Item, all items will have the same "default legacy" that cannot be changed. For weapons, this will be a DPS or Tactical Damage rating. For class-items, this will be a class-specific bonus (e.g., Tactical Healing for Rune-Keepers). For bridles, this will be a Fury Contribution Bonus. The default legacy will always be the top-most legacy in the list of legacies on an item.

Rank

Each legacy has a rank, starting at 1. As an item gains experience, it will accumulate legacy points. These points can be spent to increase the rank of each legacy up to 9 (except the default legacy, which ends at 7), improving the potency of each legacy.
Older is Better
Legendary Items are classified according to their age. The "older" the item, the more powerful it can become. The maximum legacy points obtainable by a Legendary Item is determined by its age, as is the DPS and bonuses of the Legendary Item. More points means that the legacies on the Legendary Item can be better upgraded, giving greater bonuses. The following table summarizes the ages, qualities, and available points of Legendary Items:

Tier

Legacy Tier Indicators
Each legacy (except the default legacy) also has a tier, starting at 1. Tiers affect how many legacy points are needed to increase the rank of a legacy. Tier 1 legacies require a LOT of points to be spent in order to increase the rank, leaving fewer points available to spend on other legacies. Legacy tiers can be upgraded to tier 6. Tier 6 legacies require far fewer points for rank increases, thereby leaving more points available for other legacies to be ranked up. When all legacies are fully upgraded to Tier 6, it is possible to rank up ALL of the legacies on an item to rank 9.
Tiers can be upgraded by reforging an item at levels 40, 50, 60, and 70, and when identified/reforged, the initial tier of a legacy can vary. Older items will tend to be granted legacies with higher initial tiers. Tiers can also be upgraded by using a Scroll of Empowerment:

Legacies can be replaced with Legacy Replacement Scrolls. Legacy Replacement Scrolls contain a single legacy, and using one allows the player to select an appropriate legacy to replace on an item. Major legacies can be replaced with either major or minor legacies, but minor legacies can only be replaced with other minor legacies. Major legacies CANNOT replace minor legacies. Legacy Replacement Scrolls can only replace legacies on Legendary Items that can carry the legacy. For example, a Legacy Replacement Scroll that contains a Rune-Stone legacy cannot be used on a Rune-Satchel. It must be used on a Rune-Stone. In addition, Legacy Replacement Scrolls are restricted as to the level of the Legendary Item to which they can be applied. For example, a Legacy Replacement Scroll for a level 75 Hunter's Sword cannot be applied to a level 100 sword. The chart to the right shows the level restrictions.
When a legacy is replaced, the new legacy automatically starts at Tier 2.
In addition to the normal legacies you find on Legendary Items, there are legacies that affect the primary stats (Might, Agility, Vitality, Will, and Fate). These legacies do not appear naturally on legendary items, but the scrolls can still be obtained and can replace a normal major/minor legacy.
Legacy replacement scrolls can be obtained several ways:
  • Deconstructing a fully-leveled Legendary Item will allow the player to choose one of the legacies from that item to keep in the form of a Legacy Replacement Scroll.
  • Primary stat legacies can be bartered from various vendors. They are not bound, so they can be freely traded or purchased at an Auction Hall.
  • Primary stat legacies can also be Melded by speaking to a Relic-master.

Extra Legacy

By using a Crystal of Remembrance, an extra legacy can be applied to a legendary item. This can only be done 1 time on an item that is not imbued. Added to the 3 that are granted when an item is identified and the 3 that are granted through reforging, this brings the maximum number of legacies to 7. On an imbued item, a Crystal of Remembrance can be used as many times as will bring the number of legacies to 7. So, if an item already has 6 legacies and is then imbued, a Crystal of Remembrance can only be used 1 more time. If an item is imbued as soon as it is identified, the item will only have 3 legacies on it. Since the item is imbued, it can no longer be reforged. In this case, 4 Crystals of Remembrance can be used to bring the number legacies to 7. Either way, a Legendary Item can only ever have 7 legacies total.
Note: It is far more advantageous to level a Legendary Item to at least 30 to earn all 6 legacies before imbuement because Crystals of Remembrance are fairly difficult to earn in-game, aside from purchasing them with Turbine Points.
Note: If an item is reforged at level 40, 50, 60, or 70, normally, a legacy would have its Tier upgraded. If all existing legacies are already at Tier 6, you do not receive an additional legacy, but instead receive the message: "No legacy was upgraded or added to this item!".
Note: Prior to Update 2 - Echoes of The Dead, legendary items could have between 2 and 4 legacies when identified. This creates the potential for a legendary item to exist that potentially has 8 legacies on it: 4 from initial identification, 3 from advancement to level 30, and 1 from a Crystal of Remembrance. However, these items are of a very low level (65, at most), so they won't be useful to any characters at the current level cap (150).

Imbuement

The Legendary Item Imbuement system was introduced with Update 16 on 04 May 2015. It represents a major change in the way legacies are used in the Legendary Item system. By imbuing a (level 100 or higher) legendary weapon or class item (but not bridles [at least not yet]) at a Forge-master, the item can no longer be deconstructed or reforged (although it can still be destroyed). Instead, the item continues to level with the character, even through expansions and level-cap raises. In return for this "permanence", legacies are modified so that there are no more tiers or ranks. Instead, each legacy gains experience as the character gains experience. This experience gain can no longer be stopped from the Legendary Items panel.
Instead of tiers, imbued legacies have a level cap. As of Update 21, each legacy is given an initial maximum of 38 levels plus 1 level for each tier of the legacy pre-imbuement. As the character/item/legacy gains experience, the imbued legacies "rank" themselves up automatically with experience. Level-appropriate Scrolls of Empowerment can be used to increase the maximum level, 1 at a time, up to level 69. Any Scrolls of Empowerment used BEFORE imbuement will be applied to the legacy after imbuement.
The default legacy works a bit differently than the normal legacies. The default legacy has an initial level cap of 29 levels. This can be increased to 53 with level-appropriate Star-lit Crystals.
Consumable items such as Scrolls of Delving and Scrolls of Empowerment work a bit differently than they do for non-imbued items. See the table under Consumables for descriptions of the effect changes.
Some legacies do not translate properly from the classic tier/rank structure to the dynamic sliding-scale structure, so they have had to be modified:

Relics: Settings, Gems, and Runes

Relics are items which can be inserted into 1 of 4 slots on Legendary Items in order to further customize them. Relics modify the primary and secondary stats of the character, rather than the class-specific skills and aspects that legacies modify. There are five types of relics:

  • Settings: obtained by deconstructing an item, as loot, or by Melding at a Relic-Master. Slotted in the "Setting" slot.
  • Gems: obtained by deconstructing an item, as loot, or by Melding at a Relic-Master. Slotted in the "Gem" slot.
  • Runes: obtained by deconstructing an item, as loot, or by Melding at a Relic-Master. Slotted in the "Rune" slot.
  • Crafted Relics (for weapons and class items) and Emblems (for bridles): obtained by crafting a barter item that can be traded at a Guild Leader. Slotted in the "Crafted" slot.
  • Insignias (for bridles only): obtained by crafting a barter item that can be traded at a Guild Leader. Slotted in the "Setting", "Gem", "Rune", or "Emblem" slot.

Legendary bridles do not use the same Settings, Gems, and Runes as weapons and class items. Nevertheless, when deconstructing a bridle, relics for weapons and class item relics are returned. The only way to obtain bridle relics is to Meld them at a Relic-master.

Setting, Gems, and Runes also have more potent versions that can only be obtained by Melding at a Relic-Master.

Legendary Items have four relic slots (one for each non-Mounted type). Relics can be slotted at any time, but slotting a new relic on top of an already-slotted relic will destroy the already-slotted relic. The only way to reclaim relics is to use a Relic Removal Scroll.

Legendary Titles

Legendary Titles are items which can be applied to legendary items in order to add/change a damage type, confer a protection bonus, or add a bonus to a main/secondary stat. They can be obtained as quest rewards or as bartered items. Titles come in two types - those that can be applied to a weapon (either main hand or ranged) or those that can be applied to a class item. Some classes will be unable to apply some kinds of titles. Hunters and Wardens cannot apply titles for class items, as they have no legendary class items. Rune-keepers cannot apply titles that improve Light damage because Rune-keepers do not have any skills that do Light damage. If a title is class-specific, this will be indicated in the pop-up description of the title.

Star-Lit Crystals

A star-lit crystal provided more benefit for Third Age Legendary Items than Second Age ones, and more benefit for Second Age Legendary Items than First Age Legendary Items.

  • Non-imbued Effect: Increased the DPS rating and passive stats on an item
  • imbued Effect: Increased the level cap on the base legacy

With Update 30.3.2, they are now obsolete and can be disenchanted into Enhancement Runes.

How to Obtain

Your First Legendary Items
The initial Legendary Weapon and Legendary Class Item are slightly different from any subsequent Legendary Items obtained. These first ones will have more initial power, but won't advance as far as the ones that can be obtained later.
  • The first legendary bridle can be obtained by completing the Mounted Combat Tutorial. The tutorial is repeatable, but it only awards the legendary bridle on the first completion.

  • Humanoid mobs, level 51 and above, have a chance to drop random Third Age Legendary Items.
  • Humanoid mobs, between level 51 and 65, have a chance to drop random level 51-64 Second Age Legendary Items.
  • Chests in instances or skirmishes level 51 and above have a chance to drop random Third Age Legendary Items.
  • Chests in instances or skirmishes between level 51 and 65 have a chance to drop random level 51-64 Second Age Legendary Items.
