This item was available during LOTRO Anniversary Celebrations from 2009, and dropped from creatures of a certain level range. The item has been replaced, and the new unique token that is dropping at any level since the Anniversary Celebration 2014 is the 
Steel Token.
This item is no longer dropping during a LOTRO Anniversary Celebration and will be converted to 30
