The instructions 
Sage Skill: Fire of the Wise, available at level 55, must be purchased from a Skirmish Captain. Once read, the trait will show in the Skirmish Trainer panel for acquirement & upgrade.
Quest
Rank 2 is automatically granted if you pick the Sage Instructions as the reward for the quest Skirmishes, eliminating the need to purchase the Sage Skill: Fire of the Wise from the Skirmish Captain.
