To get this deed done quickly, goto Skarháld in Ered Mithrin [35.6N, 47.0W]. When you step on the ledge two Young Cold-Drakes will appear. Step off the black ledge and kill them. When you step back on the ledge, they will spawn again immediately. Rinse and repeat, and get the deed done in 10 minutes tops. You can also use the Reflecting Pool in Skarháld and replay Instance:The First Promise.
