Call to the Valar is a so called "long cooldown skill" which serves two purposes:

Firstly, it resets the cooldown timers of the following skills:

It does not reset the cooldowns of other skills, including  Ancient Craft,  Lightning-storm,  Wisdom of the Council,  Ents go to War,  Staff-sweep and all racial skills, such as Strength of Morale.

Call to the Valar can be deliberately planned to use in specific situations, or can be used as a solution to emergency cases. The first is mainly the case with crowd-control. Think of situations in which you want to use  Blinding Flash to daze two targets at once, want to have a group locked down with  Bane Flare for a longer period, or want to root multiple targets with an Anger buff through  Herb-lore. Emergency cases can be when unforeseen you really need healing ({{:[Inner Flame|mode=imlink}}), power ( Power of Knowledge) or crowd-control ( Blinding Flash,  Herb-lore etc).

Secondly, the skill makes the Lore-master immune to all induction setbacks for a duration of ten seconds. This feature is especially worthwhile in the Ettenmoors, where creeps will not be able to interrupt you while using big damage skills like  Ents go to War and  Lightning-storm, or while pulling power in a raid setting.

There is a significant delay of two seconds right after the skill is activated, during which the Lore-master is unable to use any skills.
