Description
This effect appears to all players within any region of Eriador – except instances and the Ettenmoors - whenever the Free Peoples have obtained control of both Artifacts in the Ettenmoors and have them stored safely at Ost Ringdyr.
This bonus effect represents a major reason for Free Peoples (aka Freeps) to defeat the Army of Angmar (aka Creeps) in the Ettenmoors.
