Changed Effect Formula

With the Rise of Isengard, Shield of the Raven's Wing was designed to apply a tactical mitigation buff, instead of the earlier mere shadow mitigation buff. It then used the following formula:

Tactical Mitigation buff = ((Raven's Level + 1) × 18) 

At an unknown point in history this formula has been turned around, now giving a slightly lower amount of tactical mitigation. It is unknown if this was intended by the developers or not.
