Rûkhor the Pale Herald is one of the Gúrzyul. He has taken an interest in Shelob and Lhingris, and has claimed a hold on the Ungoledain with promises of power and offer of free passage across his lands.
The first real information to be gained about Rûkhor came from the Ungoladan Felgúr, which was revealed to Legolas on the high clopes of Cirith Ungol.
He then is working mysterious blood magic in Her Ladyship's larder, when you encounter him in the Remmorchant.
