I think it is the text of a paper you get in your inventory when you train the fishing proficiency. If you then right click the thing, you get the text that is stated in this page. The page naming would be correct, in this case. Looks like the tooltip is missing on this page, though. --Ravanel 08:26, 21 February 2011 (EST)

The end part of the Equipment section bears the text referencing the bait that could be used to enhance fishing which is now obsolete with the advent of Update III.

You will find that fishing-suppliers sell other equipment such as bait. Bait can be used to provide an advantage while fishing, as it will typically enhance your chances of catching fish. Additionally, special types of bait may be available that increase the chances of catching certain types of fish -- if you are looking to catch something in particular.
