Instance & Items scalable?

Not sure if the level of this instance can be chosen, if yes can't remember what it was, but here are the stats observed:
338 Armour, +20 Might, +39 Vitality, +169 Maximum Morale, +732 Finesse Rating, Minimum Level 57

This item is indeed scalable...I've always checked in the lorebook on the lotro site to find out the item stats at the particular level. Don't know if we need to add all the stats, but maybe at the 10s of levels and of course at 85 since that's now the level cap. Not sure how scalable items are usually set up.
