When you search the Lorebook for an item, you get the latest version of that item. The Lottery system seems to award the first item it finds with the matching name, so it may award a previous version of an item. This previous version often has different stats than the current version.
Sometimes, the lottery prize is the result of an older version of a recipe, e.g. Item:Etched Sapphire Bracelet (Lottery). Compare to current normal (Item:Engraved Sapphire Bracelet of Agility and Item:Engraved Sapphire Bracelet of Succour) and critical success (Item:Etched Sapphire Bracelet of Agility and Item:Etched Sapphire Bracelet of Succour) results of the Item:Engraved Sapphire Bracelet Recipe.
Sometimes the editors notice that a lottery prize has different stats from the current item and create an item with the "(Lottery)" suffix to distinguish it from current crafting results or dropped items.
When you use the "New Item" page, and try to create an item with the same name as an existing item, you will get a blank page instead of the new item page. I suppose this is a bug in the process. This may be what the original poster noticed. To get around that situation, you need to supply a suffix like "(Lottery)" to distinguish your new item from the existing item. You change the name in the template from the default to the name without the suffix so the item info box looks like the in-game item tooltip.
No April fools joke here. Just an example of the quirky nature of the Lottery system, the game and the wiki.
