You can turn these in to a NPC in Annuminas for various things, mostly outdated armour and level 50 potions last time I checked, but I think it's changed since the update. They were originally (before Skirmishes) only used to barter with NPCs at the camp in Annuminas, so that's where the 'also' comes in. Not sure where the original use went, someone (which could be me, but I'm off to work, so it wouldn't be soon, so anyone else is welcome to do it, hah) could check it with the NPC pages - or better yet, check in game.
