The Ruined City is a 3-man World Instance in the Osgiliath Culverts in Eastern Gondor. [62.7S, 8.8W]

Quests

Mablung in the Osgiliath Culverts provides the quest Lost, But Not Forgotten. Finishing this unlocks Ashes and Stars, Chapter 1 which starts a quest chain leading through all three instances in Osgiliath.

Strategy

The first mini-boss fight involves irremovable bleed wounds that have to be healed through. Adds trickle in at 50% morale (fight outside of the area so adds don't activate). Defeated players can run back into this fight. High resistance helps stop the wound from tiering up/recurring. Wound resist food is valuable here. The boss is typically pulled into the previous space to prevent secondary adds from joining. (Note this fight may be skipped by swimming through the water.)

The second boss fight (troll) has MOBs in the center, plus adds from opposing corners. The troll doesn't activate until partway through (unless you sneak over near him), and has a vicious frontal one-shotting attack to be avoided, as well as an AoE, stun, punts and one-shotting rock throw if kited by player with aggro. He will attack MOBs as well as players. The orcs will attack him too. Tanks can pull just MOBs that get on players, so orcs help DPS the boss. Pulling in MOBs from preceding area (encircled around fire) helps to fight the troll.

On T2, there will be a Harrowing Spirit across from the entrance gate to the boss fight. Note the gate does not lock, but if the gate is closed, the fight probably will reset upon opening; however if the gate is already open, players can run back into this ongoing fight. (This fight may be skipped by pulling a MOB to the exit gate, and dragging it along until it opens the gate.)

The final boss opens with a strong frontal attack, then calls spirit adds (at 95% morale), interrupt him to prevent bubbles boosting the adds, those with bubbles need to be dealt with first (double damage and half incoming damage for the blue, a stacking damage buff from yellow; drop yellow first, red shield self destructs so can be ignored). There's a similar wound to the first boss, this time just applied to the tank. At 85% morale when the boss says, "Hrrmgraaah", get out of mêlée range or throw a fellowship maneuver to prevent the stun when the fear debuff nearly runs out, then every 73 seconds thereafter. (The Lotro Alerts plugin is very useful for this, or a 66 second timer or so, or minute CD skill). The number of debuffs is based on number of players in mêlée range, so move beyond 20 meters range at 86% morale if close. The healer should remain 21 meters away (most heals have 25m range).

At 60% morale a second set of spirit adds come (just two this time) presuming the boss was reset initially (to prevent endless adds).

T2 Challenge is to keep a Harrowing Spirit up when defeating the boss, simply keep it chain mezzed (crowd control) to prevent the -90% incoming bonus healing and -90% damage debuffs, it appears opposite the entrance by the chair up on the steps. A second spawns from various locations at 40% morale. They can also be ignored, and tapped by wardens for morale.
