As far as the following comment:
"The skill tooltip is taken by someone having the Fellowship-brother legendary trait equipped. Instead, it should reflect the skill tooltip as it looks without any affecting legendary traits equipped."
That's un-true, i just tested the skill tool tip without Fellowship-brother and its exactly the same as the one displayed here (the part about Effect applied to the fellowship... is the same with and without that Trait. I did not test the following part though:
Not sure if the Power restore works as healing (does the melee skills healing legacy indeed affect the skill?).
