Unnecessary Cross-referencing?

This quest, in a very long Quest Chain, includes a link to the quest giver for every quest. Since this Quest Chain is re-posted in every quest, there is a lot of repetition. However, this practice of including the quest giver link has in turn inflated the number of reference links to/from this NPC (among others). He appears to only be involved in a single quest yet he was listed as Wanted Page #1 for 69 links! Is this some new practice? Should the quest giver be removed from the Quest Chain?
