Settlements are gathering places for the peoples of Middle-earth. The largest settlements contain all of the services including Mailboxes, Milestones, Auction Houses, Vaults, Stables and Crafting Facilities. Settlements are also populated by Vendors, Class Trainers, Profession Trainers and Bards that offer a variety of wares and services. Smaller villages and camps may only have a few vendors and services, but enough to justify being Settlements.
For camps or locations with less than some sensible level of services, at this Wiki we use the Landmark template, e.g. Barachen's Camp which has just a Tasks Bulletin Board and a Supplier. A fair service level would be a vendor and a stable-master, or a few vendors and/or other services; however, in the end of the day it is a judgement call.
A Settlement is usually also categorized in at most one of Category: Camps, Category:Cities, Category:Towns, or Category:Villages, determined on the "feeling" that is bound to the location.
