This quest appears to be removed for the 2013 Anniversary event.

Has anyone observed it this year?

Yes, it was removed in 2013. Basically because of the elimination of "specific" items from the store and their replacement with Mithril Coins.
The quest, Lost Invitations, now recycles with the expenditure of 5 of Mithril Coins.
