This effect appears to all players within any region of Eriador – except instances and the Ettenmoors - whenever the Free Peoples have obtained control of both Artifacts and control Tol Ascarnen in the Ettenmoors.
This bonus effect represents a major reason for Free Peoples (aka Freeps) to defeat the Forces of Angmar (aka Creeps) in the Ettenmoors.
