Using this item will bring up a "Select an item" panel with a variety of third age legendary items to choose from. The level and class are determined at first use.
This is also the item received in your bag when a 3rd Age Item Trove is purchased from the LOTRO Store.

This item can be found within an Adventurer's Steel-bound Lootbox. Three of them are also found within the
