The best place is inside the Fangorn resource instance: Gemyndsted: Leader of Vandals. You get this from Quickbeam in Derndingle. There is only a chance that goblins will be the mobs that spawn in there, but if they do, there are a lot of them! If they don't spawn, you can reset the instance (for example by joining any other instance) and retry. Monster type in the instance is randomized every time you enter it. - There are also some Goblins east of Stoke around the farm at ^{[Invalid coordinates]}.
