This category is used for settlements with excellent services, surpassing common towns.

An easy way to tell a city from a town is that they typically have an Auctioneer and their own separate map. This is only a general rule, and isn't always the case. For example, Michel Delving, Dale, and Arnach have the services to qualify as a city, but do not have their own map.

Also note that a location does not need to be a "city" in the conventional sense to be categorized as such, i.e. Helm's Deep.
