With 'brigands', the Dourhand Dwarves of Ered Luin are meant. Low level dourhands are found in Kheledûl, higher levelled ones in Sarnúr. The latter is a great place if you want to gain reputation with Thorin's Hall at the same time. Be sure to bring an Ancient Dwarf damage weapon with you, though.
