The best place is inside the Fangorn resource instance: Direnfirel: Guide of the Wooded River-bank. You get this from Quickbeam in Derndingle. There is only a chance that bears will be the mobs that spawn in there, but if they do, there are a lot of them! If they don't spawn, check back again the next day. - Also, there is a good concentration of Boars and Lath-Bears in the forest outside Aldburg.
