Modified to change the 'update' parameter

I modified the template to change handling of the update parameter. Elinnea pointed out that the template was misleading because, if the update parameter is omitted, then the current update (from {{Template:CURRENTUPDATE}}) was used instead. However, this is misleading because then it will show the page as being verified for future updates when it hasn't been. To correct this, I changed the template such that if the update parameter is omitted, then no update information is included in the verification box.
The best practice going forward however should be to always specify the update parameter when verifying a page. The easy way to do that is like so:

• {{Verified | {{subst:REVISIONTIMESTAMP}} | {{subst:REVISIONUSER}} | | {{subst:CURRENTUPDATE}} }}
