As I understand it, this is similar to "rest exp" for VIP accounts (and you actually need to be a subscriber to activate it with Destiny Points). This means it doesn't "last" an amount of time like an effect, but the next X experience you get from monster kills will be doubled. My guess is it turns some of your empty experience bar blue, and when you "catch up" to the end of that blue part, the bonus experience ends.
