This effect appears to all players within the bounds of Tírith Rhaw, Ettenmoors - apparently whenever the Free Peoples have obtained control of both Artifacts in the Ettenmoors and have them stored safely at Ost Ringdyr.

Artifacts:

• Requires The Fragment of Mordírith's Crown be held by the Free Peoples in the Ettenmoors at Ost Ringdyr.
• Requires The Gift of the Carrock be held by the Free Peoples in the Ettenmoors at Ost Ringdyr.
