This is an automatic bestowal quest that is done concurrently with Haunting the Dead. You can find captured Rohirrim and crofters throughout the cave. They are guarded by Orcs. Once freed, the quest will advance and a pop-up banner will announce that the quest is ready to advance.

You would do well to find and rescue these unfortunate people before the Orcs can raise the lash once more. Background The Rashat-hai of Gurz-shâpol have taken a fascination in sacrificing their captives to the Great Eye, and delight in torturing them until they can endure no more.
